how can i format my ipad 2

when I turn it on it freezed and doesn't let me do anything. How can I format to the factory setting please

A hard reset can be done by holding down the sleep/wake  and  home button simultaneously for 10 seconds or more and shortly you will see an Apple logo appear on the screen

Is the iPad fully charged?

Plug it into a power source

Then try the above while connected to power

yes it's 97 % charged and I did it while it is connected to a power souce but still freezes

Ok attach your sync cable to the iPad
Connect the UBS to computer

Next turn on iPad  using sleep

When the apple logo appears

Press volume up and sleep button at same time for 10 seconds or more

The screen should continue

Ok then only thing I can suggest at this point is to take it to the nearest Apple Store they may be able to bring it back to life.

I realize I'm late to the 'help me with my Apple problem', but if you haven't tried this yet, give it a go. :)

First:  Put the device into DFU mode.
Hold the Power Button (3 secs)
Continue holding the power button and also hold the home button (15 secs)
Release the power button while continuing to hold the home button (10 secs)
Your device should prompt with the "Connect to iTunes Screen"
Second: Plug it into your computer and open iTunes. It will either prompt to restore and up date or you can manually restore using the following steps.
IOS Restore Steps
Before restoring:
Verify that you are using the latest version of iTunes.
Back up your device.
Transfer and sync content to your computer.
Restoring your iOS device
Connect your device to your computer.
Select your iPhone, iPad, or iPod touch when it appears in iTunes. Select the Summary tab, and click the Restore button.
Click Restore.
After a restore, the iOS device restarts. You should then see "Slide to set up". Follow the steps in the iOS Setup Assistant.
If needed, restore your device from a previous backup.
