Cisco CUCM call forward questions

We recently migrated to a new CUCM server and upgraded from 9.X to 10.5.X...  We've given our users access to the Self Care Portal.  While limited in what they can do, the main feature is for them to be able to forward calls.  The issue is it doesn't currently work without me going in and manually adding a CSS for the numbers they've forwarded under the Line settings.  For example Call forward no answer has the number they've added in their SCP but the CSS stays at <NONE>.  

I've played around with the Call forward Activation Policy under Service Parameters some but can't get this to work.  I tried "with configured CSS" and "Activating Device Line CSS". I've been told I can edit every line using BAT.. is this the only way to achieve making Call forwarding work?
