Files are not opening read-only when holding shift, right clicking and selecting 'Open as Read-Only'

Hello,

I have an issue where Excel spreadsheets are not opening as Read-only when holding shift, right clicking and selecting Open as Read-Only.

This means that when this is selected, other users cannot open the file for editing.

This is affecting all users and different versions of Office and the primary file that is having the issue is a Spreadsheet .xlsx file.

Any feedback is appreciated.
