I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

check out this article, I recently was looking for making non-admin able to shadow RDS sessions, it might apply to your need also. by changing the security on the RDP-Tcp listener was able to accomplish it. wasn't worried about other issues in the environment, but by all means so some further research on possible security issues, since obvious your not trying to make them admins.

It worked. I followed your link, and in the thread a guy made a powershell script to be used for remote control of other users.
I rewrote it, to just log off used instead.
Long story short, make a user group, give it permission with wmi command.
Use logoff command in command prompt.
