How to add a video layer with different dimensions in Photoshop

I have a video with handwriting animated across the top. All is a white background. I want add a video layer of a moving car, from left to right but I want the handwritten text to appear at the top of every frame of the car as static text. So, after the text is written out by the animated hand, it stops, the hand is gone, the complete line of text remains and the car starts moving from left to right under the text. Can I crop off the top of the car frames and position it below the text frames? Can't figure how.

Ok, I have figured this one out:
Place the static text on one layer in the timeline (not frames timeline), add Layer > Video layer > New video layer from file and pull in the animated car, which is cropped the way I want it, move it into position and stretch the text layer to the end of the car layer.
