Logon script by powershell to call IE and display a web page

We want to create a logon script to run a powershell to display a web page by IE after the user logon. The script should do the followings:
1. check whether the user belongs to a certain group, such as User-Need-Webpage
2. if the user is a member of this group, display the web page, such as http://www.mycompany.com/dashboard.aspx
