How to resolve iCloud Outlook Add-in always disabled?

Dear EE support,

We would like to ask on how to resolve this iCloud Outlook Add-in, which is always DISABLED.

The problem is:
- the iCloud erased all the contacts from the outlook, replaces with its current contacts.
- the iCloud doesn't sync all the time, because it is disabled. It only sync the first you sign-in, if you sign-out from the iCloud, it will erased every contacts from the outlook. Then if you login again, it will sync. But after that sync, it doesn't sync anymore, even you have some updates, from iPad, or laptop... By the way, the user is using Windows, not macbook...

We tried to searched the web for about 2 hrs already, but couldn't find any best solution for this.

Kindly advise on how to resolve this iCloud Outlook thing...

my impression is that if the add-on is buggy don't use it.. you are asking for two bullies to make nice and play with each other .. They don't and there is a lot of problems with active-sync and then the finger pointing comes out.. Go after apple to fix their bugs.

Start Menu -> regedit
Double click "LoadBehavior"
The value should be set to 3

I tried Bob R's regedit and it WORKED!  Now my iCloud does not disable every time I close Outlook.
