AD 2008 Users

I have a domain user that I want to grant the rights to be able to install software for the local PC's. I don't wish this user to be able to log into the server directly or have any other domain admin rights.

Just give the user local admin rights on the machines where you require them to install the software.

You could easily control which workstation your user have local admin right on by setting a group policy and using the Local users & group extension. We use this where I workstation to manage local admin rights on over 1200+ workstations

I created a local admin group via group policy for that user and the PC. This means that 1 user has access permissions required for that PC only.
