Run System File Checker and make sure ALL Windows 7 Updates have been done including recommended updates.

Open cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete, Run Windows Updates, restart and test.

Restore back to a point before you installed Chrome then run MS Fixit:

Reboot and then download and install Chrome.

Nothing stood out in the SFC log (normal). If it did not fix the issue, then SFC won't help.
