bit locker cipher

I want to encrypt a flash drive in windows 7 enterprise. I tried bitlocker to go, but even with my admin account, I get access denied, I am on a active directory domain, so I think there is a domain policy blocking me
I thought maybe I could use the cipher command, but don't have a lot of experience with it.
So is it possible to encrypt just a flash drive with the cipher command? I'm assuming I would have to run it at an elevated command prompt.

Jeff, please describe what you are doing when you get access denied. Just right-click and select "Turn on bitlocker"? And immediately you get "access denied"?
If it were a policy, it would look like this:

ok, so I logged into the computer with my admin account and I was able to open the TPM administration console.
I think I need to make sure it is enabled in the bios?

so you where correct about the error, if it was a policy it would look like what you showed. however, if I just went to the bitlocker control panel, it worked fine. Thank you for the help, I will know what to look for in the future.
