400 error trying to open email in delivery report

When I attempt to open an email in the delivery report I receive a 400 error.  I am doing this logged on the Exchange server as an administrator.

So you are trying to open another user mailbox. First did you ID have required permission to open it? Next use email address to open it. Read this

It doesn't matter if I open another users mailbox or my own.  If I try to view delivery report information on a message in a mailbox that I search I receive the 400 error.  I have tried my mailbox as well.

My question OWA is working for other users. If yes, then it seems to be issue with your ECP directory.

I guess im a bit confused as to what you are asking.  I log into the Exchange Admin Center via https://localhost/ecp

I then choose mail flow>>>>>delivery reports>>>>>choose a mailbox to search>>>>>choose a user to search for messages sent to

Once I get results, I try to view the details of one of the messages and get the 400 error.  It appears it tries to open the details of this message with OWA.  I have no problems opening any mailbox using OWA outside of looking at details of a sent message in the delivery report.

What about without localhost? Is that working?
Use the server name vs localhost to resolve the 400 error.  I just ran into this with a client and the resolution was to use https://servername/ecp vs https://localhost/ecp
