Windows server 2012 GPO

Hello,

I've setup local GPO on windows server 2012 R2:
Local GPO -> User Configuration->Administrative Templates->Windows Components->Remote Desktop Services->Remote Desktop Session Host->Remote Sessions Environment->"Start a program on connection"
Working good. Because of some issues I'd like turn off that setting and make some test. Unfortunately cannot make that GPO setting inactive. I disabled rule, restarted server, nope, still is active. I also setup "not-configured", same situation.
Now I can manage server from console but when I  login over RDP  program what I setup before is running, if I close it, session is closed. I have no idea why local gpo is not refreshing, even when server is restarted.
Any ideas ?

are you using a previously saved .rdp file? it might be located in there.. edit the file and check
