scroll just a section of a table

Is there a way to scroll just a section of a table?  So, I have 20 rows in a table.   I want to scroll rows 8 through 12.  I also want the rows above and below the scrolling area to stay aligned vertically.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

maybe this will help.

Public Class Form1
   Private Sub Form1_Load(sender As Object, e As EventArgs) _
      Handles MyBase.Load
      'create two scroll bars
      Dim hs As HScrollBar
      Dim vs As VScrollBar
      hs = New HScrollBar()
      vs = New VScrollBar()
      'set properties
      hs.Location = New Point(10, 200)
      hs.Size = New Size(175, 15)
      hs.Value = 50
      vs.Location = New Point(200, 30)
      vs.Size = New Size(15, 175)
      hs.Value = 50
      'adding the scroll bars to the form
      Me.Controls.Add(hs)
      Me.Controls.Add(vs)
      ' Set the caption bar text of the form.
      Me.Text = "tutorialspoint.com"
   End Sub
End Class

Hi,
You can put that table inside a div element and then set height for div.
Let's have a look at below code

 <div style="height: 400px; overflow: auto" align="center">
<table border="1">
<tr><td></td></tr>
<tr><td></td></tr>
<tr><td></td></tr>
</table>
</div>
