Can an IPSec VPN be established over an OpenVPN session?

For testing purposes, and not having access to public IP addresses on both sides, I am curious as to whether it is possible to run IPsec over an OpenVPN tunnel.

IPsec using Cisco routers or ASA Firewalls, and OpenVPN using pfSense machines.

Yes. If testing with unique local IPs, all you need is to make sure the routing via OpenVPN is configured appropriately, and no firewall rules deny IPSec traffic.
Doing that with public IPs is much more complex usually.
