Microsoft Update won't update Silverlight

I have tried to get Silverlight to update from Microsoft Update and so far I've been unsuccessful. From the documents I've been reading you can update Silverlight automatically or manually through the Silverlight app itself or you can just let Microsoft Update do the update for you.
My issue is I need Microsoft Update to install the update because I have far too many computers that need the update and I have non-admin users on each computer that needs the update. I do not want to manually update each machine.
I have tried to remove Silverlight and do the full clean uninstall using the "Fix It" prog. I have tried uninstalling and installing an even older version.
I have NOT tried installing the latest version because that does not solve the issue...

Do you have any silverlight content at all? Maybe stop after uninstall..

What is the "issue"?

Silverlight will update by itself if you set up the Update tab appropriately when you click on Silverlightconfiguration.exe.

The "update itself" part calls windows update.
If you manage so many workstations you first do solution that solves problem on 95% of PCs, then manually attend th failing ones.

Well I'm having the issue with all my computers on a certain image. seems like a setting somewhere that is stuck or being overridden. MSUpdate does not update the software and updating them individually is out of the question.
It looks like I just have to build a WSUS server for our environment!
