Powershell Exchange - Difference between WhenMailboxCreated and WhenCreated?

On Get-Mailbox against an identity, and the output properties of "WhenMailboxCreated" and "WhenCreated", what's the difference?
Is WhenCreated truly the creation of the Active Directory user object, while the WhenMailboxCreated is when the mailbox was enabled for the existing (WhenCreated) AD user object?

Yes you are correct. WhenCreated is when the AD account was created. If you use Get-ADuser -identity name -properties * | fl you will also see the WhenCreated attribute there as well which is when the ADuser was created.
