UPC database

I am building a mobile app and need a UCC db to pull product information from. The products are going to be primarily related to groceries but will not be limited to that sector. I have found several dbs online that allow me to enter the UCC code and will provide results but so far none of them provide an API capability or a way to download the data in mass. Can anyone point me to a source that provides either an API or download access to this data?

One clarification to my question, I have found upcdatabase.org as an option for an API, but so far the results from this db have been incomplete. I am looking for something with better data if it exists.

GS1 http://www.gs1.org/ administers UPCs for the US and maybe the world.  EAN/UPC codes http://www.gs1.org/barcodes/ean-upc cover up to 999,999 manufacturers and 999,999 products from each of them.  And they change frequently with each new product or packaging.  I can't tell if GS1 offers an API or not, their language is a little obscure to me.

Dave - I have read up on GS1 and haven't been able to find that they offer an API but you are correct that this is the governing agency for UPC and UCC. I have found where they plan to offer access to this data in the future and they have a list of some approved vendors for disseminating the data. I am not sure if this is what I need yet or not but I think I am getting closer.

"approved vendors" sounds like what you want.  Since this is commercially valuable data, don't be surprised if they want a fair amount of money for access.
