Windows Server 2012 Prevention of file moving or copying but allow editing

We are trying to protect some client lists in our sales dept. on our 2012 Server and would like to allow for reading and editing of the files but prevent sales folks from moving or copying these documents to prevent theft of client lists.

Any assistance or recommendations on how to best achieve this would be appreciated.

AD RMS allows individuals and administrators through IRM policies to specify access permissions to documents, workbooks, and presentations. This helps prevent sensitive information from being printed, forwarded, or copied by unauthorized people.
