Event ID: 13568 on server 2003

I am getting this event ID: 13568 on a server 2003 (sole DC).  The File Replication Service has detected that the replica set "DOMAIN SYSTEM VOLUME (SYSVOL SHARE)" is in JRNL_WRAP_ERROR.
I went looking for this because we are not able to bring another DC up and have the proper replication take place with the current DC.  There is only one DC in this environment.  We are trying to bring up another.  
I am guessing I need to fix the error above before the other issue with the 2nd DC will be fixed.  It says I need to do a D4 restore.  Can this be done with a single DC?  After I do the D4 restore then do I do a D2 restore on the 2nd DC that I just promoted?  I am a little confused on this.

You will have to perform an Authoritative Restore (D4) since you have no additional DC's that contain a good set of replicated frs data.

Then do the D2 on the new DC?
If the new server is not a DC yet, then it will just replicate normally when you perform the DCPROMO.  If however it has been promoted, then you are correct, a D2 on the new server after the completion of the D4 restore.
