Access to new items in Exchange 2013 public folders

We migrated our Exchange 2010 public folders to Exchange 2013 public folders.  All our users can access the public folders and all items.  I added a new user a week ago.  He can access all the public folders and see items but can't see any items that were moved to the public folders after the migration.  Any ideas?

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.
