Create a hyperlink in a table cell (td) to go to an element within the page

I have created a hyperlink within a table td tag to link to an id attribute of an element, but when I click the link, it doesn't go to that element.  Could you please take a look at my code to see what I am doing wrong?  As I have mentioned, I am "newbie".

It does work it is just your content is too short for the page to do anything.

Your #bottom element is placed less than half way down the screen on an average sized monitor - so that  represents the bottom of the page.

In order to scroll to the #bottom so it is at the top of the window you have to place content below the #bottom element to make the page long enough to scroll - see attached
