ftp setup

I set up an ftp site using iis 7.5 for the first time.  it is running on windows 7 pro machine.  it is going to be used on the internal network.  when i try to ftp to it using filezilla i get the following message "Status:      Insecure server, it does not support FTP over TLS."
where would i find the setting to change this?

i could bypass ftp over tls connection by just using plain ftp but then i get a different error:
"Connection established, waiting for welcome message...
Response:      220 Microsoft FTP Service
Command:      USER webdev1ftp
Response:      331 Password required for webdev1ftp.
Command:      PASS *********
Response:      530 User cannot log in.
Error:      Critical error: Could not connect to server"

i have reset the password and made sure it is correct but it's still not working.
IIS is not secure, difficult to setup and doesn't have a lot of options to tweak. Disable it and use Filezilla Server instead (easier user management/(virtual) folder mappings/anti hammer etc etc). For external use, later on you can adjust the passive ports (also big trouble on IIS).

I wouldn't go as far as saying IIS is not secure.  I will say that the default settings are terrible.  I will also say, if you deploy into production a default installed IIS server, you are leaving yourself and your business very much exposed to a potentially volatile situation.  With that said...

There are 3 pieces to this problem.

A. what appears to be a known issues with Filezilla.

B. possibly an improperly configured ftp site in IIS.

C. possible firewall configuration issues

1. what is the version of Filezilla you are using?
2. have you modified any of the IIS defaults on the ftp site?
3. what type of the cert are you using?  Selfsigned or commercial?

the reason why it was actually failing to login is because it was looking for the user on the domain.  as soon as i added local computer name\username then it worked.
