Google Chrome Users appearing on other Windows Accounts on same PC

I'm setting up a new PC (Windows 8.1).

I set up a primary windows account and set my chrome/google account in the browser (Chrome has the "user" in the title bar of the browser).

Now I set up a secondary windows account - when I open chrome it appears that the chrome account user for the primary windows account is showing!

I've googled this and come across a "fix" for sorts which is a complicated procedure where you change the current google user for the windows account by running a command line, then change all the shortcuts for opening chrome within the secondary windows account to open chrome for this other user.

This seems a bit crazy.

Have I got something wrong here - surely one windows account shouldn't have access to a chrome user from another windows account?
