LINQ Random records sometimes returns wrong number of records

I have the following LINQ code.  Its purpose is to return two random records.  Sometimes it only returns one record. Not sure why any ideas?


            Random rand = new Random();
 
            var AdListTemp =
                    (from a in db.Advertisements
                     select new
                     {
                         a.AdvertisementID,
                     }
                    ).ToList();

               int max = AdListTemp.Count;
                int toSkip = rand.Next(0,max);
                var AdList = AdListTemp.Skip(toSkip).Take(2).ToList();


                List<AdvertisementList> advertisementList = new List<AdvertisementList>();

                foreach (var al in AdList)
                {
                    AdvertisementList a = new AdvertisementList();
                    a.AdvertisementID = al.AdvertisementID;
                    advertisementList.Add(a);

If it skips to the last record, it will only return the last record because there are no more elements in the sequence.
