robocopy.exe, included in the OS since Vista/Server 2008.
Note that the syntax is slightly different than other command line copy tools; it expects the source folder first, then the target folder, then the file mask(s) to copy, then other options.
robocopy will by default skip files that already exist in the target (same size, same time).
You should set /r (retry) and /w (wait seconds) to values more reasonable than the default of /r:1000000 and /w:30, otherwise a single file with access denied will block the whole operation not forever, bur for a pretty long time; in a reliable LAN (or a local copy), /r:0 should work just fine.
You can move files with /mov (which will leave empty folders in the source), or with /move (which will remove folders from the source if they're empty after the copy).
robocopy /? will give you more details about the command line options; it's a very powerful tool.
