10 MB is in ideal conditions so it will also depend on the load \ usage on the lines at that time of measure is done.
try tweaking to a bit higher values to get to 10 MB.

do i need to create a new policy or can i just change it to say 15mbps?

Also which line above is upload speed and which is download? Am i right to assume the bandwidth is download and where it says service policy input is upload?

How new is the Cisco router? You need to make sure it has enough internal throughput to get the higher speed. I have had to upgrade routers to get higher speed.

try to have a look at these links - one option is to see if you can measure the speed of any other client that is close in that area and see if it is general issue or the other option is to change the router.
