Error means that some DLL is missing.

Any idea where I can get this?? Would it be ok to get from pervious backup and copy into correct location ?

Run dependency walker from http://dependencywalker.com/ or download windows SDK which includes same.
Then look if application does not load 2 versions of same DLL
Failing that registry might be corrupt - start with trying as new clean user, etc
