reboot setting in win7

in win7, how can we tell the system that it should not do auto reboots, but we will manually? (it can prompt so)

You mean like after updates?  If so, what you're looking for is here:
Control Panel -> All Control Panel Items -> Windows Update -> Change settings

If you are running 7 Pro or higher you can do it through local group policy. Run gpedit.msc and go to computer configuration>administrative templates>windows components>windows update. Double click on the entry that says "no auto restart with logged in users for scheduled automatic updates installations". Click the "Enabled button" near the top left, and press apply.

You can do this in Home Premium as well here is an article that explains how. Be careful when editing the registry though, make sure to make a backup.
