Do the Quota assignment waste resource even if it is empty

We have windows 2012 file server.
There is a folder which I shared to user.
I created 10GB quota and I Configured Quota as "Automatically create and apply quota for all users"
There ara 450 folders for every user in this main shared folder.
Every user has a quota 10 Gb.
I have confirmed this practically inputs.
Quiestion is that if a folder is empty, does the disk resource is still wasted as 10Gb.
