Finding Android device when not the primary user

We've lost one of our android devices. We can see hat it's been active but when we use the Android Device manager t locate it, we get the message "Unavailable, You must be a primary user to find this device".   Is there any way to locate this device now?  There are two accounts on the device and both give this same message.

My first guess would be that whoever has the phone now has logged out of the accounts currently on the phone. Possibly even wiped them. You could try one of the geo-locators that use the number and phone network to locate the phone. If you have the imei number you could register it with www.trackimei.com and see if they can find it.

it's a tab and has no sim.

Then you cannot track the device itself, only the account on the device via wifi. The GPS is so the tablet knows where it is, not to tell you where it is. If the account ever connects to a wifi signal you will be able to trace it using that. But you will have to be watching when they connect. If they power off the tablet or disable the device manager you will not be able to find it.
