Can't access restored files

Hello ... I recently had a service technician replace a failed hard drive in a Dell unit.  I had the system backed up :-).   I restored the files using WD SmartWare, but the permissions are screwy now.  I can't install programs and I can't open files.  How do I get the permissions back on the C drive?  This is Windows 8.1.

The restore job itself was that complete system restore (OS and data files) or was that a restore of user data after a fresh install of Windows 8.1.

For permissions issues within your profile use following command to reset:
cd /d c:\[folders or files you would like to reset permission]
icacls * /T /Q /C /RESET
