Enabling IIS in Windows 8.1

We need to enable IIS in Windows 8.1 - we go to turn windows features on or off.... select IIS and as it tries to make the changes we get an error message  0x80071a90 - The function attempted to use a name that is reserved for use by another transaction. We need IIS to install an application on this workstation. Any suggestions??

2 things to try from an elevated command prompt:

sfc /scannow

if that is clean, try:

dism /online /cleanup-image /restorehealth

Tried both suggestions - Still can't add Information Services, getting the error 0x80071A90

This is a brand new pc out of the box, with only Windows updates installed so far.

reinstalled the OS.... working now.
