Windows application will not start unless I reboot

I have a windows application running on several computers. The windows application running on one of the computers will not start unless the computer is rebooted.

Some additional information will be helpful:

Is the application supposed to start automatically when a user logs in?

If so, does each system log in automatically after startup, or does each user have to log in manually?

How is the application started?

Is the application started identically on all the systems?

Are all the systems running the same configuration and the same revision of Windows?

So the application starts upon a fresh startup. Correct?

Exit the application and open Task Manager. Is the application still running in Task Manager?

if you open task manager -is the applicotion running or not?

The vb.net windows application was still running in Task Manager after closing. Ending the Process in Task Manager fixed it and has not returned. Strange....
