When you are in logged into the server you can validate this using the below registry key.
HKLM\SYSTEM\CurrentControlSet\Control\SafeBoot\Option\OptionValue

Look for the DWORD value

0 = normal mode
1 = safe mode
2 = safe mode with networking
3 = dsrm
