Exchange 2013 - Remote domains - allow forwarding setting

Am I right in saying this setting ONLY affect client-side forwarding to external domains? i.e those set up in outlook by the user or using OWA?

And NOT any server-side forwarding set up by the admin in the console?

What we want to do is remove the users ability to set up their own forward but still allow it from an admin point of view? Would this do it?

The setting has no effect on a forward you place on the AD object.

As done via the EMC?

But it does for user forwards in both outlook and owa?

Doesn't matter how the user configures a forward - OWA and Outlook are the same. The setting will stop the automatic forwarding from taking place.

Yes. I meant user setting the forward in OWA or outlook as opposed to a server side setting done using EMC....
