How can we recreate an address book policy in exchange 2013 that may have been deleted?

We have a hosted exchange 2013 environment that holds multiple names and each are a different organization in exchange.  We are running Microsoft Server 2012 R2.  Some exchange accounts were disabled due to a billing software glitch but the accounts were only disabled so we reconnected each mailbox in EMC.  We now need to add a new email address to this OU but get a message that the " Address List Policy doesn't exist and may have been deleted."  

So my question is this how do i recreate a address list policy and address list if needed to match and assign it to that specific domain?

You can use both EAC or EMS for recreate them. Just Open EAC>Mail flow >Email address policies  and add the new policy. Rest you need to follow the steps give in this article.
