Paypal allow future payment via API on card users

I have used Paypal before where we needed to get payment for services that were split into 2 actions.  We would request payment authorization on fist action and then on final action take tthe payment.  This allows up to 10% increase on payment and also is limited to 28 days.

The above was for users who have Paypal account.  We now have situation where users want to use a credit or debit and I am wondering if Paypal can still guarantee the future payment via the API in the same way?

What you are referring to is called Authorization and Capture.  This can be used with direct credit cards (PayPal Payments Pro) but the availability of funds in the future depends more on the card issuing bank and how they handle it than anything else.

In most cases, when you authorize a credit card the funds are guaranteed for 3 days even though the authorization itself is valid for 28 days.  If you run a Reauthorization on the 3rd day, that will get you an additional 3 days of guaranteed funds in most cases.

Again, though, this all depends on how the card issuing bank handles it.  Some may lock up the authorized funds so the card holder can't spend it longer than others.  If you end up waiting closer to the 28 day mark, though, there's a chance the funds would no longer be available because they've maxed out the card by then, for example.
