In short, a hell of a lot of javascript combined with css transformations.
It's pretty slick, but there's several plugins and a combination of custom / 3rd party mouse listeners and tweaking css3 transitions to make the effect.
If you're looking to mimic, use Chrome or FF tools to have a look at their scripting and styling.
Won't be trivial, but fun and educational ;)
