Exchange 2003 - Can't Access OWA - Connections Refused

I have a client running Exchange 2003 SP2 on Server 2003 (IIS 6.0).  Over the weekend, their iPhones stopped syncing email and they can no longer access the public www.domain.com/exchange website to login to OWA.  Locally on the network, they are still able to use Outlook to connect to Exchange.

In the HTTPERR logs, I see a bunch of "Connections_Refused" errors starting when the site went down.  I have tried the following to resolve:

1.  Reset IIS
2.  Restart Exchange System Attendant Service
3.  Deleted OWA virtual directories and recreated from defaults and edited permissions (Based on this link:  Exchange Server 2003 Fix Damaged OWA 2003 Installation)
4.  Added the EnableAggressiveMemoryUsage registry entry (Based on this link: https://support.microsoft.com/en-us/kb/934878)

Do you have /3gb switch? If yes, what is non-paged pool member size right now? If above 100MB restart your server, you have memory leak issue. OWA is working?

Does the site run SSL ?
If so, try to see if it accepts also plain HTTP requests and try to access the site via HTTP instead of HTTPS.

Can you browse either http://www.domain.com/owa/ or https://www.domain.com/owa

Can you telnet on port 80 or 443 on www.domain.com ?
Is your IIS Worker process started up and running ?
Can you access http://www.domain.com or https://www.domain.com/exchange ?

So you have enough space on the system drive ? What about on the drive with the website for OWA ?
Do you have any errors on the event log ?

They do not have /3GB switch in place.  Nonpaged pool is current sitting at 249mb which is high.  It looks like dns.exe is using most of this.  I will schedule a reboot with the client and will report back to see if it resolves or not.

You can safely restart the DNS service without reboot.

dns.exe? Does that mean you have DNS installed? Do you have DC role also on this box?

Correct.  This is a small business (5 employees).  They are running DC, DNS, and Exchange all on one server.  I understand that this is not best practice but they will not be looking to change.  Let's be honest, they are still on Server/Exchange 2003.... :)

For 5 user, I might move them to Office 365 plan. For now just restart and check it.
