you are trying to connect to SQL Server instance from SSMS (management studio).

check below:
1- have you typed server name and instance name correctly?
2- does SQL Browser service is running on the server that you are trying to connect to it?
3- Have you disabled firewall (at least for SQL Server port) on the server?
4- does SQL Server allows remote connection? (in the properties of the SQL Server instance you are trying to connect)?

in short split:
if you can connect to this SQL Server instance locally, but you get this error when you want to do it remotely; then remote connection or firewall or network connection might be the issue

if you cannot connect to this SQL Server instance even locally then SQL Browser might be the answer, or you might type in the servername and instance name wrong, or SQL Server service might have some issues to start.

1. Open SQL Server Configuration Manager & verify whether the SQL Server service is in running state.
2. If your SQL Serve instance is not configured with the default port 1433, then mention the port along with the server name e.g. <ServerName\SQLInstanceName, PortNumber>
3. Also check, whether the port used by SQL Service are allowed in the firewall.

SQL Browser Service Is Running

Are you running the SQL Server on your local computer or on a Server?
If it's in your local computer, can you log on as another user to verify if SQL Server can start with another user profile?
