Exchange 2013, used as spam relay. Can't clear queues fast enough.

I have a customer that their local tech guy removed relay restriction on the local mail server.

They are now relaying 100,000+ spam messages.  I can't use the queue tracker to clean them.  I delete a que with not NDR and seconds later it is over 1000 again.

The mail.que file is 29GB

Is there some trick to cleaning out the pending messages?  Can I drop the time out to minutes to get them to clear out faster?  I'm also thinking turn off NDR for external.  

Any ideas or tips to get this cleaned up (I've already recreated the SMTP connector so that it will not relay).

Does that delete all queued messages in the whole system?  Can I put any filters on that (certain domains or content)?
we were typing a the same time :)

What would be great - all mail that came from the internet mail connector (I've removed the one they can in on, can I still filter by it) and From is NOT *@Local.com

Is that possible?
