Thoughts on a server full of management tools?

I am looking to gather expert feedback on what your thoughts are of a couple users having a virtual server in vSphere, where they have numerous management tools and consoles installed that are used to manage other servers.
is that bad practice, typically?
is the ongoing updating of that being on a server and managed by more people worth the effort?
What's the recommended best practice / alternative?

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

This really all depends on the tasks that you are running. Is there really any point to create individual servers that can only support 2 admins (concurrently) with all of the admin tools?

From IMO I think it is a good idea to maybe have 1 or 2 and i say this because of the following...
- All admins can install these tools on there local machine to manage everything no server needed
- additional server licensing costs for Admin Tool Servers

- when you are running CPU and Memory intensive tasks you can alleviate the overload on your core workstation with using another server and it does not compromise workstation performance.

Something like this would be Mailbox Exports for Exchange.
