Backup Solution

I have a 2012 server that is externally hosted at rackspace. While they are great at what they do, I'd like something additional on hand to perform manual/on-demand backups when I need to do production work instead of having to lean on them for that.

Is there anything out there you'd recommend for me to be able to accomplish that?

You can select one of these Paragon Hard Disk Manager 15 Business, Shadow Protect 5 Server or Acronis Backup for Server.
All these are capable to perform the actions which you want - manual or on demand backups to selected storage.

So just to be clear, you would still recommend these particular pieces of software to install on our physical 2012 box knowing that It is running the hyper-v role and we would like to be able to back up our VMs manually

Yepp, Hard Disk Manager 15 even has a specific wizard to backup hyper-V vms only. With it you can backup both hyoervisor and vms if you wish.
There is also a tool called Veeam which is claimed to be able to do the same for vms only. But Hard Disk Manager has lots of data and drive management tools which you ever would need.
