Create Central Store for Group Policy

(from windows 8.1 host preferably)
copy content of
C:\Windows\PolicyDefinitions
to
C:\Windows\SYSVOL\sysvol\%UserDNSDomain%\Policies\PolicyDefinitions

or download them from Microsoft and copy those to the same location (this one includes many languages - you can delete those if you don't need them). By default when you install that file - it will be installed to C:\Program Files (x86)\Microsoft Group Policy\Windows 8.1-Windows Server 2012 R2\PolicyDefinitions location and you can copy definitions from there.

And you will have all new Group Policy Definitions.

realy i did not get you

you mean i should download what from microsoft and install where ?

can you tell me in lil more detail
You can read this article for more details about Creating Group Policy Central Store. Link above is for download new group policy definitions. Install to default location and copy definitions from that location to your GP Central Store (C:\Windows\SYSVOL\sysvol\%UserDNSDomain%\Policies\PolicyDefinitions).
well i find the location but in my AD settings i did not find internet explorer 9 and 10
To get explorer 9 or 10 you need to be running a domain controller using Server 2012. If you do not have this then you are out of luck.

One thing you can try is installing Remote Server Admin Tools on a member server 2012R2 server and open GPMC and see if you can apply it to IE 9 or 10.
