Shoretel, Cisco and SBS 2011

Setting up a Shoretel phone system routed and switched through Cisco RV220W and Cisco series 200 managed switches. I can ping from VLAN 1 interface to VLAN 2 interface on the router. I cannot ping through to the Shoretel server which has the VLAN 2 IP as it's gateway.

The Switch ports are tagged for VLAN 2 for the phones and also  the Shoretel server and phone switch.
The phones boot and find DHCP from the SBS 2011 scope on VLAN 1, then show searching for configuration via option 156 from the SBS DHCP scope but hang there.

Can you ping anything at all on the VLAN2 network such as phones that already pulled an IP?  You confirmed the IP they pulled was on vlan 2?  

Your Switch port is set to native vlan 2 for the server and the server has an IP/subnet of the vlan 2 network?
