Webpage to upload and download files

Hello, so I need something like this: a webpage where some users (with login and password) can upload files using a simple interface, with dragndrop possibly.

Then anybody in the world can see a list of and download those files.

I was wondering, which would be the best way to implement this, without wasting too much time?

First I'll make some assumptions: Web Server is IIS and SQL server is SQL Express
Download and install the Visual Studio Community Edition Select a language i.e visual basic or c#, create an asp website project.
you now have a website that permits users to login. you can create a page that only logged in users can access and add a file upload control so users can upload, if they want to download  you can list the contents of your files directory and add a download control

You can use other technologies ie. python, javascript, mysql, apache web server. it's pretty much open

I would suggest to consider "Wordpress". It has good plugins to manage easily upload/download with user access control.
