creating a text file from sql query

I need to build a sql query whose output is in a text file and be able to format the output by character positions
ie.... characters 0 - 9 = street name 10 - 16 equal street number etc..

I also need this query to be submitted by a user that will select the information by two given dates.

can someone point me to a good article on how to do this.
I think the three basic components are.
1) output of sql query to a txt file
2)output of sql query to define the bits of information in a character format...
3) user be able to easily define dates associated with the query

A year ago I used this app.  its really fast and Awesome.  You can do a test run with it for free to see if it will work for you.  Then buy it to be able to export everything.

The standard SQL Server answer would be bcp, likely with a format file.  Format files are a royal pita to create, however.
