Hi,

Its unclear what you actually want, if you are referring to what constitutes this in Lync 2013 then there are some new server roles as below -
1. Persistent Chat Front End Server
2. Persistent Chat Store (Persistent Chat Back End Server)
3. Persistent Chat Compliance Store (Persistent Chat Compliance Back End Server)

These three new roles now perform the task.

If you looking for actual steps to configure this, then I would point you to the following MS Link....

I have personally configured this part of Lync 2013 and know it works well.  

Let me know if you need any step by step guide as I have created one when I implemented this about a month ago.
