"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Microsoft bought Nokia last year.
Maybe you have better chances with a Nokia Windows OS smartphone than with a Samsung Windows OS smartphone.
Indeed are less apps on the web than usually and android smartphone has, but maybe are enough for you with Nokia.

Hi

Handsets with an operating system older than Windows Phone 8 will never be upgraded beyond Windows Phone 7.8 . Hence there will be incompatible with new apps. AlsoSamsung develops their phone with their custom Android OS to bring a better flavour and with windows OS there is a bit of learning curve to get used to it so you might few phones in Samsung but you should have more variety of Win OS on HTC, Nokia. But with todays phones as you will get them with  windows 8 you can buy any  win  OS phones are they are as goods as any other phones.

Just for your idea here are some pros and cons that will give you an idea

Windows :
Windows Phone 8 is a curated end-to-end experience. It is closer to iPhone, and BlackBerry than to Android.
It works well and looks good
The hardware and software is made by the same people.
There is no software-based security threat vector that we know of in the Windows Phone world
You can administer a fleet of Windows Phones from a server room

Andriod

Android suits every wallet.
Support from software developers and media owners is as good as Apple
Great customization to both end user and hardware manufacturer
Lots of compatible third-party devices and accessories for Android.
All this time the Android experience is now good

Cons
Due to its wide range accessories and cases may not be compatible
As it is freeware handsets are not up to date with the latest version
Not all apps work on all phones and not all Android phones even offer access to Google Play.
Hardware makers will often push you in the direction of their own media- and apps stores.
No unified experience.
There is a perceived security risk with Android.
