Where is the Visual Studio 2012 Command Prompt in the visual studio 2012? I don't see it under Tools.

type   VS2012 command prompt      and search for it at the Start screen and later click Pin to Start

It is called "Developer Command Prompt for VS2012". The target location for the executable is the batch file located by default here:
%comspec% /k ""C:\Program Files (x86)\Microsoft Visual Studio 11.0\Common7\Tools\VsDevCmd.bat""
